I have been a DPC member since January, and being fairly new, I was wondering if someone could answer this.

The Basic Editing rules say...
"You May: use only Adjustment Layers (or their equivalent). An Adjustment Layer is a special type of layer containing no image data that lets you experiment with color and tonal adjustments without permanently modifying the pixels. Adjustment Layers must be applied in Normal mode."

Regarding the "or their equivalent" phrase, can someone tell me if using the Image --> Mode --> Dutone (Type:Tritone) function in Photoshop is allowable under these rules?

Yes, it is legal. Like any other edit in Basic, it must be applied to the entire image.
