These are half-breeds with the Asian Beetle. And the Asian Beetles were killing our trees! So I'll still side with my neighbor that these bugs can kill!! :) The species have only been around for 5 years when the Asian Beetles were introduced into Chicago.

There are over 5,000 different ladybug species. Only the Mexican bean beetle and the squash ladybug can damage a plant or a crop. The rest of them are very welcomed as they feed on aphids, scales, and mites, soft bodied tiny insects. I managed to take pictures of some feeding.

Looks like you have a photo of a Cycloneda munda or an Asian multicolored lady beetle. I would think that is probably the last one. Neither have spots but the Asian can have different paterns of black behind the head. Very nice picture. Did it bite? All ladybugs can bite humans, specially if they think that you are going to hurt them. They have the bite, the smell and, they say, a horrible taste to protect themselves.

I am wrong about the spots... Asian multicolored lady beetle can have up to 19 spots but my other affirmation is correct. Asian lady beetle are feeding on aphids. This is good for the plants. Those ladybugs were probably saving the trees. Or trying anyway.
