Does anyone know what 18% gray is in hex?
How about how to make it in PS.

18% gray is not a color. 18% is the amount of light reflected by the surface of the 'gray card'.

I'm pretty sure the RGB value is 128, 128, 128 (or 808080 in hex).

A black layer with 18% opacity would do it, wouldn't it?

It doesn't even have to be gray. It cold be green or red or blue or purple.

You can also choose mid-gray in the colour picker by setting H and S to 0, and B to 50.
