What does this feature do? I can't find a manual for this lens.

Looks like it might be used for spot metering....??
I don't know what kind of lens it is, but did you try looking online for a manual?

I'm not sure but i'm thinking it turns on or turns off full time manual focusing. |

I own that lens. It's the audible alert for the focus preset. If you use focus preset, leaving this on means you'll hear a beep when you engage focus preset. If you leave it off, you won't hear anything.

Thanks Max
Another question: Can I set 2 focus presets? Since the focus preset ring can turn both ways. |

You cannot set 2 focus presets. I admit it's a nifty idea (one I would welcome).
