I'm new here, but I have voted in several competitions. I've never given a 1 or 2, and only once, a 3. I just feel that anyone who enters ought to get over a 2 just for trying. I realize that everyone has their own idea of what a particular score signifies, but has DPC ever offered "suggested scoring" guidelines? Like, maybe if a submission is entirely void of an image, (LOL, lens cap on) like just black or a blank, it would merit a 1, and if there is an image somewhere, but it looks like you're looking at it through 7 inches of waxed paper, it warrants a 2. I don't know, just a thought.
