I have a question. Right now it is still Tuesday 31st for me in Seattle, but the challenge is over. So am I to assume that the challenge dates are set to Eastern time? I should still have 2 hours left. I just finished my entry, but the contest is over? I have submitted something as late as 11 PM Pacific. I wasn't able to find anything in "help".

You are correct. D&L are based on the East Coast of the US. That makes rollover midnight EST/EDT.

Also, the server time is posted at the bottom of each page. That is the time that the challenges operate on.

Yup, bottom of every page tells you server time. Says so also on the submission page.
