I am planning on upsizing a picture as a gift for my grandparents so I can print at 300ppi at a slightly larger size. I would like to know a couple of things.

First: What size picture can be blown up to What size picture. What is the minimum number of Pixels in a picture that (if the original is sharp in the right ways) can be blown up to the following sizes without seriously degrading the picture quality?:

15x20 (6000x4500)
22.5x30 (9000x6750)

Second: What is your workflow? Do you upsize, then USM, then upsize then USM in stages?

Third: Is there any special software or actions that are available (preferably for free - I'm no pro) to make this happen in a reliable and fine way? or is it just a case of working on individual pictures?

Try this:
Interpolate THIS Photoshop Actions
Works great. That's only for upsizing though. How you handle sharpening is still up to you.

For pints like 20x30 you don't need 300dpi, 150dpi would look good for those sizes as you are looking at the image only from about 5-6ft of distance.
If you are using photoshop CS use the 'Bicubic smoother" algorithm while upsizing and it will give you good results. After upsizing sharpen as you need.

Thank you so much. Once I get the hang of this sharpining thing, I will try it out with my original dragonfly picture.

It is a crop from a 5mp picture (possibly shot in Fine JPG mode - on picture 8, I still hadn't set everything up yet)

I'm considering printing around 15x20 type size (the picture isn't of this aspect ratio, but I'm using that as an example to keep with basic ratios.

The native size for 5MP is 2592x1944 from my camera. Could it be interpolated up to an equivalent of 6000x4500 and still look good at 3-4 feet away? Would that be 200ppi?
