Hi Karin,
In IrfanView, look under the Image menu -- there is an entry for resize/resample (control-R). At the dialog box you get, you can simply check the radio button near the bottom (under Standard Sizes) for 640x480. To the right of that section, makesure the box ischecked for "Resample Routine (better quality)" and NOT "Resize."

Once this is done, make sure you use SAVE AS to peserve your original. I always save as a TIFF file first, then make the JPEG from that (you may have to try different compression settings to get the file size under 150k).

Of couse, this assumes you're just reducing the image size and not cropping -- that's a whole other matter...

BTW: I have IrfanView, but have only used it for extracting EXIF data and some previewing; I do almost all my editing in Photoshop.

Karin, my copy of Irfanview works like this:
FROM THE MENU, FOLLOW THIS PATH
1) fileopen--select the photo file
2)Image esize,resample--either type in the size you want or select from the menu of common sizes (640x480) make sure resample is also selected for better quality. and click 'OK'
3)filesave as--give your resized file a different name than the origional so you won't alter your origional. You may have already made the origional a read-only to protect it,yes?

I don't use Irfanview, but when I tryed it, it changed a 1000gb file to a 32gb. This may not be high enough quality. You might try by submitting and viewing yourself. Good Luck

Karin, Irfanview in my opinion does a better job of resizing than PaintShop Pro. But it does not compress for the web. I load IV's tiff files into PSP to optimize it into a jpg file.
