I'm sure I've seen this Q before but can you have an odd shaped border in a comp? I was thinking of building an image up with a border (ie adding a 100 pixel border then cropping it out bar 10 pixels on 3 sides and 100 on the fourth). I'm thinking not as it is effectively 'adding' to the image but would like some clarification?

The border would (in the increased side) be the same colour as the image.

In other words, the image is cropped too tight on one side and you're hoping to get around it with this extra same-color space? An interesting question...

If it is not obviously a border then would that not be effectively adding an element?

If it is obviously a border I do not see why that size combination would be a problem.

If put to an SC vote, the only thing of which I'm relatively certain is that it would not be a unanimous vote.

Yes, it is interesting, and I don't want to fall foul of the rules (my post editing is getting better but normally costs me). I'd much rather do the best I can within the rules than produce something better only to find out I was wrong. Am going to try to reshoot, as if I can do it I'll feel happier in my submission but would like a 'ruling'?.

I remember this first coming up a long, long time ago (just after the borders rules changed to drop most restrictions on just what a border had to consist of) and I am almost certain that SC ruled to accept uneven borders on different sides.

Infact I'm fairly sure an SC member used that very technique to effectively expand their all-black background and increase negative space/ alter composition.

Since they had done so and it had been discussed, others also followed suit, though I don't know how often.

I don't know whether their opinions on the issue have changed since then.

PS I would hate to think that the same question would be voted on separately every time it arose leading to possibility of the technique being allowed one time, not the following time, again the time after that...
