While a high vote on a mediocre photo might make me "feel good" it does nothing to improve my photography.

I agree with Mariuca that this would be a more pleasant and rewarding place if we had a few less petty egos.
But while it doesn't hurt to point that out, the responses are always the same:
I vote what I want and that's what the site says I should do.
If I don't like an entry I will give it a low vote because I can, even if it has redeeming qualities.
I don't vote because my entry is great and should be winning so I can't judge the others fairly.
I don't vote because I recognize the photographer (which is often very obvious, especially for those who have been here a long time).
Etc.

For me, participation itself is a win win. Going through the process of posting something for a challenge, viewing how others respond to that challenge, rating my preferences, commenting when I see fit and, afterwards, reading comments of others ... it's all a worthwhile effort. And doing it all completes the challenge for me, no matter the score. I think if everyone completed all parts of each challenge the pettiness might wane, people might be happier, overall. But that's not likely to happen for many reasons.

I enjoy the voting process. It's fun for me to see how others interpreted a challenge! With VERY few exceptions, my vote given is higher than my vote received, which makes sense, as I tend to score in the "average" range most of the time. I will say that if my entry is doing well, I tend to be more generous with my votes - perhaps because it puts me in a good mood! If my entry is doing less spectacularly, that's just normal. :-)

Enjoy the voting process. Comment if a picture encourages you to do so. Be happy.

If people commented as actively on challenges as they comment in posts like this one we would already be a long way

Re the OP questions:

I think it's a variety of things.
1. the history of people complaining about "1"s without an explanatory comment is very long.
2. there are now hundreds of online photography contests which require no more than a a thumbs up/down to vote.
3. #2 creates a "lazy" participation model which severely impacts the DPC model, which requires attention, consideration, and more time.
4. #2 creates unrealistic expectations; people may receive hundreds of "awesome/incredible/you're brilliant" comments on SM, but a 5 on DPC
5. voting/commenting is seen as a "chore", rather than an enjoyable part of our community.
6. our dwindling membership disincentivizes participation and impacts community enthusiasm.
