Today was a day from hell regarding PS. Its a loooong story and perhaps interesting for another day.
After uninstalling and re-installing PS 2020 (because apparently my PC which I consider rather good with top notch graphics card), isn't good enough for 2021, the program works a bit better. However, now it "chooses" what to save when using "Export" (either "Quick export" or the "normal" export).
So here is a screenshot of what the document looks like in PS and what the saved version looks like :-(.
I can save it properly with "save as", but that is not the point.
Anybody have a layman's explanation what is happening and more importantly how to avoid this? Its extremely tedious ...

Just wondering, is there a specific reason you are using Export as opposed to Save As? From what I can see (in Ps 2021 at least) the Export function is rather limited in the options for non-video exports. Save As provides a much richer set of options.
As for 2020 vs 2021 and hardware requirements, I'm running 2021 on both my work laptop and my home laptop. The work machine is a Lenovo P1, the home machine is an X1. Both have discrete graphics, but let's face it, the mobile GPUs don't hold a candle to higher-end desktop GPUs. I have seen little to no difference between 2020 and 2021 on either of these machines. I suspect that your problems running 2021 may not be related to inadequate hardware capability.

Looks like it is maybe exporting just the active layer?

I use export instead of save as, simply because when I attach something in Microsoft Outlook for work, it uses a different color space for the save as, and it shows as horribly murky and ugly. "quick export as jpeg" is the only thing that works well with dumb Microsoft programs. :(

I know that some different between save as an export is when you do export the EXIF data is lost on the image. I think that willem was correct about export is save to active layer ( maybe try to do merge all layer befor export and see the different) .
