Tony Kuyper provides TK Actions as panel of extensive buttons running quite a few sophisticated actions - mainly relating to luminosity masking but also including quite a bit more here. This can be a very inexpensive way to get good at luminosity masking fast. His site also has tutorials about how to do much of this without his product. I think the newest product requires Photoshop CC to work. The videos by Sean Bagshaw (who has a teaching background) are also good accelerators in getting to know this stuff.

i Always Prefer set my PS actions manually,It's more customized and easy to use.Yet it will take time to make them. But once done it will save a huge amount of time.

I am very skeptical of buying someone else's "(hyperbolic adjective here) Photoshop Actions", but I will second what Bob's recommendation of what Tony Kuyper has put together with his Actions panel. I've been using it for years, and not only for luminosity masking (though it's superb for that). In addition to providing quick access to specific adjustment layers for a variety of functions (dodge, burn, color shift, etc.) it has what I have found to be the best action for resizing and sharpening an image for output. A lot of other photographers' actions are set up to work really well with their images but if you don't process like them then you wonder what the heck you just bought. These are amazingly practical and can save you time and brain cells remembering what blend mode you're supposed to make a certain adjustment layer if you want to burn an area, or what key stroke you need to turn off the marching ants in a selection so they don't distract you. Well worth the price of admission.
