If I am within the 101 metres limit but my subject is beyond (well beyond) is this in the spirit of the challenge?

The 'well beyond' that I refer to is something that was actually a couple of kilometres away but clearly visible from across the road and down a couple of house fronts.

I have no idea but would be interested in the answer too

Speaking as a member, unofficially, I'd say that the "spirit" of the challenge is to photograph what's THERE, what's in your personal environment. I'd hate to see the ribbons go to spectacular views shot by those fortunate enough to have them on their doorsteps. I'd love to see a lot of shots glorifying the mundane and ordinary aspects of our lives. But that's just me. I'm not the arbiter of this, only the voters can do that.

You bet! Though, technically, you haven't LEFT the house, so DNMC (runs for shelter)....

Hope you have a sturdy umbrella ... he's got a couple of toes over the threshold, and you yourself said you wanted the SUBJECT to be nearby ...
