After reading the rules I take it that it's within the standard rules to use texture overlays. Is this correct? And...are we free to use the textures in the texture library on this site?

Yes on both counts -- just be sure that the texture function as that and does not creep into the realm of "composite" or "double-exposure" ... sorry but I think this is one of the few gray areas remaining in the rules. You can send in a ticket ahead of the deadline (preferably a couple of days) with the "before/after" versions and get an unofficial opinion on the legality of an image.
