I am trying to "rescue" a story from over 50 years ago. Unfortunately, the original storyboards have sustained water damage, mold, and mildew over the years. To give you an idea, this is what one page looks like:

I'm not satisfied with the results. I readily admit I'm probably not going to be able to get it pristine, but I'd like to get it as good as possible.
So - any suggestions on how to clean up the spots below the left purse and shoes while keeping the green "boards"?
How about how to level out color gradiations across an area, so you don't have a "hard" border between two sections like there is above the E in leather?
The "blank" spots are where I used Topaz ReMask to cut out part of the original, and is just a bare background showing through. I tried to use Levels to bring the background and main image into fairly close alignment, but without total success.
I am using PaintShop Pro X8, so step by step in PhotoShop won't help me. General concepts / process would be more helpful.
The story is an adaptation of an African (Liberia) verbal tradition. Each page is hand drawn, and my father-in-law (who passed away in 2006) did the dialog and voice adaptations for radio broadcast. The pages are rather large (11 x 20 inches?) and are designed to be shown to children while the text is read from the back. The script was scotch taped to the back, so from stacking / water / time, you can see the ripples from the tape in the upper left of the picture.
