so I am trying to figure out how to set the crop size to a certain size, for example, 11x14. I know you enter the numbers above, but it isnt working. What am I doing wrong! *cries*

Make sure you have your rulers set to inches and that they are visible. Click and drag the bar to the correct position and do it manually. or, send the file to me and I'll crop it for you.

Which version/platform of PS are you using?

You usually have a choice for "units" in either the preferences or the particular pallette with which you're working.

I am using CS. Ok, I figured out how to get the size correct, now how can I move the crop box so that I can position it to where I want it to crop?

Click inside the box once you expand it out and you can move the whole box. If you want a different wider crop, pull out on the corners.

Wait till you are printing for borderless prints. You would think resizing or cropping to 4x6 would give you at least close to 4x6, but it just doesn't work that way.

I suggest you read this thread on print sizing. In particular, follow the link to Dry Creek Photo for the table of (adjusted) image sizes (in pixels).
