The easiest is the same as always: enlarge the Canvas Size with the Background color what you want for the border.

I hope to have an easy question. Though I can't seem to figure it out. I've been trying to create a soft outside border for this photo. The goal is to make appear like its in a dream. I'm using photoshop cs2. Thanks for your help.

Use the Rectangular Marquee Tool, drag a box starting outside the image and select the whole image until the "marching ants" are on the outside of the whole image, then go to Select, Modify, type in say 20 for the pixel size and click OK, the Select, Feather, type in 10 for the feather radius and hit OK. You should now have a border outlined with rounded inner corners selected within the "marching ants". Now go to Edit, Fill, select white, and make sure Normal and 100% are set below in the blending mode (should be by default). Click OK. That should have filled the selected area with white, and if it's too faded, repeat the fill step again. You can always modify the numbers I suggested to a wider/narrower border and larger/smaller radius as desired, as the numbers I suggested were based on your web-image size above.

I love the idea of putting text like that onto an image, but how do you do that while keeping the proper aspect ratio for a print?

Select all
select > modify > border
Select > feather

then paint brush with 80% opacity one realy big brush and one click

does the way you get there make a differance?

No, either way is gonna be illegal under Basic. You'd either have to create a feathered selection or a new data layer to make it work, both of which are illegal.

Under advanced it would be fine.
