Image - Resize - Image Size
Then choose the size you want.
Optimal for submitting here is setting the longest site (height or with) to 640 pixels.

After resizing it can be useful to add a litle USM. F.inst 30-100% with radius 0,5-1 and threshold 0-1.

When you save the resized image (Save As) you can set the "Quality" so the file size is less than 150 kb (can be seen near the bottom of the frame). For me it´s most often enough to compress the 640 pix images with quality 9-11 for them to be less than 150 kb (of course it varies on detales and sharpenings).

hey! I would use the resize wizard under the help menu to get the size down to 640 (make sure you change the largest dimension to this) then I would take the resized image & do a 'save to web' under the file menu. Use the arrow to the right to selct the file size, set it to 150kb & you're good to go for dpc!
