Is it legal to brush in very slightly blur in one or two spots? I do not mean blur out the background completely, just apply selective blur in certain spots.

from what I understand, if it's light and not that much of a change it's fine. Definitely can't add something like motion blur though.

Selective Gaussian blur is fine, unless by applying it you completely remove things that are important to the composition. As Wendy stated, no directional blurs such as motion blur can be added unless they were already there and you are just enhancing them.

Somebody please explain how this: is legal but not this:
They both used heavy blurr to essentially obliterate all distracting objects surrounding the subject.

Not really... Hajeka made the door look like it was free-standing. Pwarmuz blurred some elements without changing the context of the image much at all. That's how it looks to me, anyway.

I assume there wasn't really anything to obscure in the car shot. But the door shot basically got rid of almost everything. :)

The car shot certainly underwent review, since it came in second. Given what's visible just off the bumper, I'd say there was plenty obscured. I also have to believe there was stuff inside the building, another vehicle by the look of the lower bright shape.
I *must* have been involved in the review given the date (I left SC in December of 2009) but for the life of me I remember nothing about it.

I wish I hadn't, but I blurred the crap out of the sky in this one, and it got validated.
