Let's say you walked through a book store in Singapore and found your face on the cover of a major bestseller by an author known world wide!
That is the case of my daughter whose picture was taken about 8 years ago in Germany through an arrangement type: "photographer takes volunteer model's pictures for free" thing. Daughter was 16 then.
The publishing company and book cover designer are US based and the book in question was published recently.

We don't know what to say! Said daughter was totally taken by surprise to find her face on the book and while she has worked as a professional model since years - well long after that picture was taken, and is used to being published, I still think one should be let known when ones picture is used on a book cover!

were there any forms signed before photography session....Even if not it might be beneficial to talk to a lawyer.

If you signed a model release then you should just enjoy the "fame."

If there was no release, then the publisher probably has a problem, but it may not be financially practical to pursue the matter. If your daughter works professionally as a model, then you might first consult her agent (if any), or else an IP lawyer -- there's more of a case if this could affect her career and future earnings.

The main issue might not be that there is not payment or notification, but that she was underage at the time the photo was taken ...

But underage in which country? Singapore. So 16 may be perfectly legit in Singapore.

The photo was taken in Germany. But laws will certainly vary around the world ...

She was definitely a minor and I am almost sure that no papers were signed, however it's pretty long ago and no agencies were involved back then!
Yes, it isn't so much about the money, it's more about not knowing about the publishing!

You could make arrangements at several book stores to have book signings.

People could buy the book, and have it signed by your daughter for an additional $10 a pop.
