Off the Cape coast in South Africa you can do "cage diving" with great whites. An image like that could well have been obtained from a cage. I have seen pics where the snout of the GREAT (as in really large) actually pushes the cage, that is how close they come.

I would agree with the comments under the article. It was most likely a small 2m shark quire far away from the kids. When I dived on the Great Barrier Reef in Australia there were a lot reef sharks like this one and they did not attack scuba divers. The ones to be scared off are the great white (like in Jaws) and tiger sharks, both over 3m long.
