I think you can only use a texture in Standard if it's applied to the entire image. Can you use it selectively in Extended?

Right on all counts: you can use PS or 3rd-party texture libraries and in Extended Editing there are no restrictions on HOW you use them.

BUT, beware of using recognizable images that come in texture libraries as objects in their own right. For example, you can't throw an image of clouds into an empty sky to make it look like they are real clouds when using Extended UNLESS you took the cloud image yourself and within the challenge timeframe.

The goal of the rule is just what it says: to allow the creative use of *textures*: it's not a license to circumvent rules about image sourcing or within-the-timeframe rules.
