Just bear in mind that now the rules are not about what you CAN do, basically, but what you CAN'T... We have pretty much eliminated SC judgment calls by leaving up to the voters to decide whether a given effect is a good thing or a bad thing and vote accordingly.

Yup! You can blue in whatever manner you choose: your only "restriction" is what the voters are able to tolerate :-)
