Hello and welcome to the craziness! The short answer to your question is yes....though apparently this recent blue, which made use of this very rule, caused some consternation amongst certain members, was validated by SC and keeps its ribbon :-)

Yup! You can use public domain textures or create your own. They just have to be used particularly as a texture not to create an actual object in your photo.
