Just a guess, but he may be using some form of dry mount press laminating. There are several techniques for mounting prints and other artwork. If he's using plastic then he's probably using a cold or wet mounting technique.

Here's a page with some discussion about dry mounting on aluminum.

I was recently at an art exhibition and the artist was explainign to me the way he framed the photos. Unfortunately we had a language barrier.
In any case, from what i understood he said that he took the following and compressed them somehow.

a sheet of aluminum then
a sheet of plastic, then
a sheet of aluminum, then the photo

anyone know what this technique is?
