"...with PayPal Buyer Protection, we cover all your eligible eBay items for the full purchase price-with no limits and at no additional cost... PayPal protects you when you don't receive an eBay item you've bought, or if an item you've received is significantly different than it was described."

How can they offer this? How do they know? What if I don't receive something? How do they know I didn't hide it in a closet and then make a claim? I purchase regularly from eBay, only buy from reputable established sellers, but I guess anything's possible. I trust PayPal, but I wonder about this program. Any thoughts or experiences?

My neighbors used this when they received product that was not as advertised and the seller refused to refund/exchange. The process took several weeks, it involved paypal pressuring the seller, and in the end the seller capitulated and made the refund. I would imagine paypal can threaten sellers with loss of paypal privileges? Anyway, documentation was aggressively pursued.

I'd imagine that in the case of non-delivery, they'd be able to prove it was delivered via shipping records? If the shipper has no record of having delivered it, you'd be clear. What would happen if shipper dropped it on your doorstep and someone stole it? I don't know. I've always wondered about that, without even thinking about any paypal guarantee... I've had ridiculously valuable packages dropped off in plain sight with no signature sought. I can't remember when's the last time I signed for anything...

The seller must by paypal rules ship an item with delivery confirmation. I prefer signature required along with a tracking number. Also needs to be sent to a verified address. If the seller does not follow these rules he/she will most likely be charged back or pressured into an refund.

As a buyer make sure you didn't receive the item before pursuing a refund of money. PayPal will ask for documentation from the seller. And if he/she has the proof...oh well. They will contact the shipper as well.

Major shippers leave items on your door step and crazy places without signature sometimes. Items sometime valued in the hundreds and thousands of dollars; you can solve this problem with most carriers. You can call FedEx and UPS you have your address noted as a "do not drop - signature required" address. They will put it in their system. If they leave an item without an authorized signature and it gets lost or stolen then they have to foot the bill. I found this out a few years ago when a major purchase was left by my fence (inside) near the street because I had a dog sign on my fence even though I did not have a dog at the time. I called up the carrier, furious about how it was delivered. That's when I was told about this free option. I don't know if USPS offers this.

I agree with SDW, if you, as the seller, ship an item and follow the rules it's a good policy. I've sold several items and the buyer claimed they never received it, and all I had to do was type in the delivery confirmation and I was in the clear. There are so many liars/thiefs out there, I think this policy just helps keep the honest people honest.

Be careful to act ASAP if you're unhappy with a purchase..I once bought something that i never got, and filed the claim at least 5 days too late for PayPal to take action.

Try 15 minutes too late. I gave the seller several chances to make good on getting the item to me. When I complained to PayPal, I was advised that the time duration is to the minute. So even though the time limit was 90 days, they meant 90 days to the minute of the end of the auction.

In the end the seller did ship the goods, two weeks later. So I came out OK. Now I always PayPal against my credit card, so if there is no shipment, I can back charge if PayPal does not come through.

That's good advice! I'll remember that when I purchase something again. Thanks!

I bought my husband a camera for his birthday once, advertised as mint in package and got a refurbished camera with a memory card in it with someone else's Christmas pictures... The seller refused to refund my money, so I filed a claim with PayPal and won in the end. It took a while, and you have to provide plenty of documentation, but they are really good about protecting the buyer from fraudulent scams.

I am living in Germany.
I bought a graphic card on Ebay US, for 700$ in 16th October 2012.
The seller sent me a scrap part in 8th of November 2012.
Immediately I have made a claim to PayPal.
They said \\"Until 6th of December we will contact you for any other information\\".
The website of PayPal did not allowed me to upload any information.
Until 6th - nothing happed from PayPal, just the seller put the same auction using a different user !!
In 8th of December Daniel Liebermann from PayPal Germany asked me to send him the link from where I have bought the card (!?)I sent him the link and after two days he ask me the same question.
I thought that is something wrong, but after a time I understood that he have done it in purpose because PayPal have no solution, they knew exactly the result.
I have sent him again the link and after two days I received the conclusion

Dear xxxWe have concluded our investigation into this case.
Unfortunately, at thistime we are unable to decide this claim in your favor.

How nice ! Northing about what I have done wrong, where was the mistake. Just 5 words !!Everywhere - in a court, a policeman - they are saying where was the mistake, but not Daniel Liebermann.
Of course the seller was encouraged by PayPal (weak employee as Daniel Liebermann) and continued to sell another 3 times the same video card GTX 690, using different uses.
Sometimes Ebay deleted these auctions.I have all conversation on my email account and these are the auctions.

In other words the \\"PayPal Buyer protection\\" is just a lie and the clients must be informed about this.

this is great for buyers but as a seller you need to be careful.

always ship insured in case the buyer breaks the item and claims it was broken on arrival.
