| Can I use selective color with PS as basic editing or it is considered to be advanced editing ? |

Har har. Yes, you can use the tool "selective color," but you can't make a selection to your image before applying it. IOW, apply the effect to the whole image.

That's a good tutorial but selective colour and selective desat are two different things. |

To me, this tool sounds like you let the computer make the selection for you then desat. The would be legal IMHO. Best to send a ticket to the SC and ask the question.

'Selective colour' is an adjustment layer, so it should be OK for Basic Editing shouldn't it?
As mentioned previously, what would not be OK is masking it's effect in different parts of the image.
I think 'Selective Colour' is one of the most powerful tools in Photoshop. It can make significant improvements to images without the 'baggage' of creating out of gamut colurs, posterisation etc.
