i have a 300 mm lens (no IS ) .. does hand shake factor for blur even for shutter speeds as high as 1/4000 ?

You can freeze a stock car at 200mph with 1/4000 of a second. what in the world does that have to do with your lens?

if you're purposely trying to get blur you MIGHT be able to get some, but if you're not trying to, then no you won't get noticable blur.

i just came back from shooting some birds in very nice light condititons with my sigma 70-300 mm lens.. when i went home i feel most of the pictures were soft at full frame. most of them shot at well over 1/1000 sec.... what could be wrong.. the lens works fine at shorter focal lengths

Most zoom lenses aren't as sharp at the extremes of the focal range, which could be what you're seeing. Usually a little sharpening can alleviate it.

I've also noticed that my sigma 70-300 is not very sharp at 300.

Does your lens start with a Tamron or a Sigma? Is it a zoom where the bigger # is more than 3x the smaller #?

If so, you have your answer...

100-200! f/8 and smaller
