The winners of the last few competition's photos all had great clarity, and hardly any sign of jpeg compression.

Just a question, at 640x480 and 640x427, most of my photos are above 150 kb. Compressing it ruins the image quailty...

Is there any other way to make my photo under 150 kb, without jpeg compressing it more and more?

When I resample my images to 640X480, they're 900kb (opened up in the editor) and save to ~150kb .jpegs somewhere around the 75/100 compression level without much noticable degradation. Of course, it all depends on how much detail there is in the image. There really isn't any way (that I know of) to make an image file smaller at a given resolution without compressing. The "JPEG Basics" thread on this forum is a good rundown on things you can do to get the best web presentation from your images pre and post capture.

You need a program that has controllable compression, Photoshop used Image Ready, and it works great, PhotoImpact used to have a good one called SmartSaver, but I am not sure if they include it anymore. I also sharpen my pictures pretty heavily before I compress them. I would not recommend saving them over and over again to get the size down.
