can anyone fill me in on the need or use for this?

I'm wanting to start doing more portraiture type of photography, what do I need to help with this?

Depending how serious you are about your portraits, but the best thing I bought for the money were 2 studio strobe lights on ebay like this link:

Your 300D doesn't have a PC sync built in, but you can buy that for almost free on Ebay to stick between your camera and flash to make the strobe lights go off in sync with your camera. The built in flash might not be able to trigger the strobes though because of a preflash the 300D fires for exposure calculation purposes.
You could also go with something like the Sigma 500 DG Super (has to be the super model though) for about 200$, which allows you to shoot your built-in flash to trigger the Sigma flash wirelessly.
I spent about 300$ for the Sigma and the 2 strobes with which I'm extremely happy for any kind of portrait shots I'm up for and many other shots on top of that where it's just great to have the extra lighting control.
