Outside Looking In ... where's II?

The current challenge open for submissions is Outside Looking In III � where is the 2nd (II) one? Don't see it in previously run challenges. ??? Only one I can find is the one that ran in 2005. Thanks.

It's apparently another glitch of unknown etiology -- those with the ability to look into it have been notified already.
