Clarification please. Does "no artificial light" include the use of photoshop techniques for selectively darkening or lightening areas of the composition? ie. is dodging and burning etc. permitted?

That means "no artificial light source." All other Standard Editing rules and techniques apply.

Is it? It is not naturally occurring unless some action is taken by a person. My assumption would be only the sun is a natural light source (and all derived forms by reflection etc)

If I use a man made forest fire instead of a naturally occurring one, will that be DNMC?

It would be safer(?) to use one triggered by a lighting strike.

If you have clear skies, the Moon is just past full and should be bright enough to use as a light source. If you live by the (right) ocean you may be able to find some phosphorescent plankton. If you live in high enough latitudes you might be able to shoot by the light of the aurora ...

I don't think a reflector, etc is a natural light source.

If you are shooting an indoor portrait by the light of a naturally occurring forest fire I think you should have evacuated a while ago.

Lydia, reflectors are specifically permitted in the description. Commonly used to fill in shadows in natural-light portraits. Willem, I think, is referring to the moon, which is a very large reflector of the sun. And, FWIW, in a city environment you might have someone by the window being lit by sunlight bouncing off a neighboring building or wall, which is also quite acceptable.

All of this is by way of saying "don't use artificial light sources". As photographers, we know what those are, and some people are just having fun looking for silly interpretations :-)
