Is there any chance that we can get Minimal Editing to allow removing dead pixels in addition to sensor dust, please?

Exactly that, some cameras (Pentax) have a remapping function to remove dead pixels, They are auto mapped out nowadays in most, if not all cameras.
Should be allowed to remove in Minimal I think.

From the minimal rules,

"You may:

...use a tool to remove sensor dust, etc from your finished image."

I would think the "etc." would cover a dead pixel?

Would "etc." also cover wrinkles? ;)
