Very pretty scene! You might consider cropping it just below the rock (I did this by scrolling). It's very nice as an abstract/geometry/color shot. Seems to be some noise or something making it less clear (in the sand).

No filters other than GB. (one image, 2 RAW conversions)

Step 1: Shoot RAW properly exposed
Step 2: Process 1 as 2 stops overexposed
Step 3: Process 2 as 1 stop over exposed - apply gaussian blur to this step
Step 4: Merge the result of process 1 and 2 using multiply

Another way to do this is to shoot two images, one sharp and one OOF and blend as in step 4 above. I did these the lazy way.
