It's not for a desk or the feet on anything. Here's the other side of it, which ought to give a big clue as to what it may be used for.

It's an Apple note book wrench for when You're getting ready to throw the thing crashing down to the ground you can unwrench it and break it into parts for a longer session of throwing parts!!! |

Close, very close. Not for mounting the cards themselves however. I think Bears's description is a bit closer.

Used for the little screws that mount ports to PCB's. This one came with an 80's vintage SCSI card for an Apple II.
