Anyone know what this is? We call him the balding mohawk dude, but I assume he has a different name.

i can't BELIEVE you haven't found whatbird.com yet!
here is their search page - click on one attribute at a time til it's narrowed down enough then look at their picutres one at a time on the right.

Beak looks different: this one is more pointed, like the beak of a tern. But a tern is black on the top of its head. The head also has another shape than the head of a seagull.
Could be a Royal Tern perhaps..?

The second Royal Tern picture on that site is almost identical to yours, if somewhat less bedraggled. |

Actually, mine wasn't bedraggled -- he was preening. :)
