Normally I would think the rail is detracting but I see that you made the rail something that 'works with' to support the composition. The rail comes out from the bottom left corner and extends off to the right to act like a leading line. It helps to lead and keep the eye focused on the main subject which is the bird. I think it is a good shot but it just needs a little boast in the contrast to get some richer colors in the sunset and maybe some levels and curves to boost the whites of the crested bird to make it pop more visually off the backdrop.
