Hi Joshua - you got some pretty good comments about the blown out spots and the lunar feel, so I won't spend too much of your time telling you what I like - the focus feels slightly off and despite the insanely bright lights, the flag isn't quite bright enough for my tastes. I think I'd have tried a vertical here - between the lights. You would get more light on the flag, have even more detail in the ground and still keep the lunar feel to it. I like this shot a lot - just not sure about those few things. Also - how much did you Neat Image? Part of the blur may be that.

The blue sky is very striking in this photo. I like the subject you are trying to capture. There are just a few things I think would improve this photo - 1) whenever you think you have your composition, take two steps forward and see if it doesn't get better. I think it would in this case. 2) The focus is off - it's a bright sunny day and I don't understand why the focus is so off. If you use photoshop, you can also sharpen the final image - which would work a bit here.
