This must have took a while to to desaturate. The blue with the black background. But if it was only a few color, you probably could of used hue/saturation instead of selectivly getting each little dot of color :).
The top of the fountain seems a bit overexposed. I wonder what this would have looked like with a faster or slower shutter-speed. Nice use of the texture in the background, good contrast between foreground/background. Love the impact on the bottom.

I suggest photographing a more appealing car with a background that provides some interest, otherwise there is nothing that draws interest here. Good luck...
