Meets the challenge : 2/3 - I don't know what "Burn ban in Effect" means.. so I might be missing out on something!
Execution : 1/2 - Shallower DOF would have worked better, yellow flowers are nice but the dried grass is distracting!
Originality : 1/2
and everything else : 0/3
total : 4/10

I think if you had isolated the sign a bit more it would have helped. As it is the sign seems to flat against the background and also seems slightly out of focus.

I like the general idea and it definitely meets the challenge.
