Convert from RAW
Crop
Convert to 8 bit
Levels
Selective colour
Resize
Neat Image
Resize again
USM
Realise it's advanced editing
Isolate the (now) coloured area.
Up saturation
Desaturate the rest
Play a little with the candle flame
Crop again (slight rotational correction)
Add noise to the coloured area
Smudge some of the edges of the tablecloth, where the selection misfired.
Save for web.

I only gave this a 5 because the focus bothers me. Not only the OOF people, but the items on the table are hard to make out. What I do like about it is the little boy looking longingly at something on the table.

I don't understand what you did here. The items on the table are all quite noisy/grainy like they were underexposed and brought back in post-processing - or - the whole thing was noisy and you ran noise reduction on the people and background? Just an observation. Anyway, good luck in the challenge.

The people in the background are out of focus, and the foreground table is very grainy.

The colors seem a little off, also the amount of noise makes the picture feel more cluttered than it is.
