Thank you for the Critique SJCarter! I wanted to explain the blur on the water. And why the moon isn't more burnt out(which few people asked about). I took the photo on 30 seconds and it was pretty windy so the water came out blurry. And there where clouds in front of the moon so I think that could have saved the moon from beeing to overexposed.

First off, let me say congratulations on your 11th place finish! I remember this image quite well from the D&L challenge.

Hmmm... What to say about an image that scored a 6.6+... Well, I'll offer some of my observations - please don't weigh them heavily, however, as I'm sure I'll be grasping for areas of improvement! :-)

Composition:
Fantastic! It's very nicely balanced and uses the rule of thirds well. Good title too. I am curious as to the reflections in the water - they don't seem to me to necessarily be coming from the lights. Were they added along with the water blur? Or were they just the result of the long exposure? They don't quite look "natural".

Focus/DOF:
Tack sharp. Outstanding. The water's focus is a puzzler though (to me). Would still like to know how it was achieved. It works well, but is an obvious contrast to the rest of the image's focus.

Color:
VERY magical. The unnatural vividness of the tones really help transport the viewer to another place and time. Great use.

Overall:
WOW... :-) This is really a super piece of work. Glad you finally took that shot! Terrific job - congratulations again!

Very pretty. Where is this? It's difficult to get a good time exposure with the moon in it without serious blown-out issues. Nicely done.

yes it is quite dreamy. it almost looks like a model set up as the mountains look 2d. The moon is incredibly exposed though something just feels odd about it's jaggy outline and it looking backlit. overall an extremely intriuging piece

How did you keep the nice shape on the moon? Judging by the star patterns on the lights and the smooth reflection this looks like a pretty long exposure, which tends to burn out the moon. Good job, just wondering how you did it?

wow, love the colors and the use of the star filter. I'm pegging this on as top three. the comp. is really nice and pulls the eye into the frame. The sky above the church and above the hill seems a little dirty but I don't think that will matter much

This looks too fake; a somewhat more subtle use of NeatImage and saturation may have produced a ribbon contender.
