What universities or institutes offer exceptional post-secondary photography programs internationally?

That'd be one, for sure. Yale has a great fine arts program, very strong in photography. Art Institute of Chicago, ditto. Rhode island School of Design. Brooks is great for professional photography.

Yeah I live in Canada, and Ryerson has one of the better photography programs, but not many schools offer them in Ontario.

Remember, OP asked for "prestiguous" photography schools. Schools that are the art-world equivalent of a Harvard or a Stanford, basically. Not necessarily the *best* schools, but almost always the prestige equals "expensive" LOL. There are lots and lots of good, less expensive schools where you can learn stuff :-)
