Does anybody know how to create a border in cs3 I have no clue.

For a simple one, just go image > canvas size, and type in how many pixels wide you want it. You can play around with different colours and sizes.

Probably the simplest way to make a border;
Take a practice picture.
With your rectangular marquee, draw a rectangle about 1/2 inch away from each edge of the image.
Select inverse to get the crawling ants on the rectangle and the outside edge. Fill this space
with any color or gradient, or pattern, etc. you want. Voila. Instant border.

To make a border that starts at the edge of your picture, go to image size, and make the canvas
size (say) 1/2 inch bigger on all sides. Select the newly created space and go ahead and fill it.

There are hundreds of ways to make a border, this is about as quick and easy as they come.
experiment, of course.

I like to make actions for creating borders so you can reuse them. You can create your own, or download feed ones from the Adobe Idea Exchange: Link

there's much easier way...

Burn 'shadows' at 30% on a luminosity layer and make your own border. Easy and different every time.

or...

select> select all>
select>modify border>chose width
layer>fill layer>chose color/opacity/mode

you can then adjust the strength of the border with contrast..then flatten

or just download a border action from //www.atncentral.com/download.htm

It strikes me that a detail to keep in mind when deciding on a method is the different way your overall composition will be impacted. Some of these methods don't alter composition of the actual photo (i.e. increase canvas size) while others will eat into the sides of your photo and alter the composition to a larger degree (i.e. using in the select menu). I'm not suggesting one is better than the other, you should just be concious of the difference, that's all.
