In auto mags like SUPERSTREET, or other import tuner mags there are always pix of cars that have the background blurred and the wheels blurred to make the car appear to be moving. here's my question. in photoshop CS3 how do you make the background blurred like that. i understand there is motion blur but if there is perspective in the picture, how do you make the blur, blur in perspective with the image. also.. how do they blur the wheels in that oval shape? i can't really expain what i'm trying to say, this is hard to explain.

i did hear from an un-reliable source that when taking these pix tey have a rig to the car... and take the pic while the car is moving at like, 5mph with a slow shutter, then they just photoshop out the rigs arm. is this true? or is there another way.

i think in the the 6th image you can see the photographers legs & monopod
this is a motion pan picture .. technique no rig ..
oval wheels are because the car is turning .. likely driveling in tight circles about the photographer ..

Fixed your link but I think you want the next pic. :)
One way to do it. Duplicate your image and use the elliptical tool and select a wheel and use radial blur on them to make them look like they are spinning.
Neat duplicate the image again and got to motion blur and you can set the angle you want to use and how much blur you want and apply it.
This gives more of a shake and a ghost of the car where you wouldn't want it. Create a mask and erase the blur on the car and the ghosting effect. Then go in and clone in the blurry parts where you erase the ghost effect.
