Can I safely delete preview files from previous versions of Lightroom?

Also, is there a way to move the previews to another drive and change that setting somewhere in Lightroom? My C drive is max'd. Thanks.

While it is technically possible to move the previews and not the catalog, it requires "fooling" Lr into thinking they are still with the catalog. At least that was certainly the case up to Lr 5, not sure about 6. If you are short of hdd space, the best thing would be to move the entire catalog, including the previews, to a data drive.
By default, Lr locates the catalog and previews within the "Pictures" folder. This folder is created by the OS, and usually is located on the same drive as the OS, but it certainly can be moved. It's also possible to tell Lr to keep the files elsewhere. See this page for versions up to and including Lr 5.x. I personally made the decision to point the OS to another drive for the "Pictures" folder; Lr then automatically used that location for the catalog and previews. The alternative approach of moving the catalog and previews is just as valid, however.

What would be the advantage to getting rid of the sidecar preview files if you are going to keep the image in Lightroom after a move??

The preview files take up a *large* amount of space, if you have a large library. For those with smaller boot drives, e.g. those of us using SSDs, getting stuff off the boot drive is advantageous, although it comes at a speed penalty. For older images, it may make sense to purge previews, and just rebuild them when they are needed. All depends on your catalog size, space availability, and how often you access older images.
