So i have pretty much left Photoshop and my DSLR camera gather dust for the last year or so and have done all my photography and editing with my iphone and Snapseed. And now I have an image for a challenge but am just seeing that it is a basic editing ruleset. Can anyone confirm whether or not the drama and HDR filters in Snapseed are legal? I know the tilt shift and center focus wouldn't pass and the vintage, grunge and retrolux wouldn't either. But the drama and HDR filters have become a staple in my editing process and would hate to get DQed for using them.

If you use any of the Selective Adjust it is not basic friendly (they are control points). Drama and HDR should be okay because they are universal adjustments over the whole image, so far as I can tell.

HDR uses multiple images/layers. The Snapseed HDR program could easily be creating duplicate images and blending them together. Basic editing is a single capture so I wouldn't risk it. At least that's my two cents.
Snapseed drama doesnt appear selective to me. Check that it doesn't look vignetted though. I think snapseed does a lot behind the scenes.

Be careful using your iPhone/iPad...The iOS 8 update the full exif is often stripped from the photo when uploading to DPC. Which means it is impossible to submit a valid original with required exif data. I was DQed a few challenges back with an iPad photo because of this. I could see all the exif on the iPad, but it would not transfer from the iPad to any other location or website with intact exif data. The SC has not been able to provide guidance on a workaround, so I have sworn off iPad photos.
