Just came across this picture and was wondering what filters may have been used to produce such details and crispness. Any ideas?

its an HDR image. There are many users on here that can help. Unfortunately i can not..

Might not even be HDR. Just some modest tonemapping could produce that look.

thats what i thought initially but there's more to it i guess or maybe i am wrong

Maybe its just a case of UGIP (unnecessarily getting impressed by a Photo)

Yep, it's almost certainly Topaz, and an over-the-top job at that. I'm probably jaded from having seen so much of it in the challenges, but that "look" is getting long in the tooth, and this example is overcooked to the point of being shoe leather!
All that said, when done well, the look can really work for some photos.

true. i have never liked over the top processing and screaming HDR's but this just looked impressive

Yup, looks like Topaz Adjust on Crisp setting, in this case not faded back a bit on opacity layers to soften it up a bit but applied full force. The amount of detail in the roadbed is the giveaway, crispy crunchy.
