Well its probably not the 1 millionth, but there are a lot (some by me :) )

This concerns combining multiple exposures. I know I can't change "elements" between exposures, but can I change lighting of a scene? ie move a flash to light from one side then the other, which could make to very difference photos of the same elements? Or does this rule just let me increase the dynamic range of a photo?

You can only increase the dynamic range or increase the amount of focus using multiple photos. Changing any elements, such as moving the light source, is not legal within the current Advanced Editing rule set.

If you do the changing of the light source position all in the same exposure (i.e. light painting), that is allowed....

No you can not physically move your lights in between shots. I want to say someone else did this with a pond shot or something. They took 9 shots at night (using a flash) of a lake or a pond then used a flash up close for a frog or something and it was DQ'd.

However, read the text of the DQ - "You may not combine captures of different scenes, move or change a feature between frames, or combine different captures to create a new scene. The swan is a feature that only existed in one frame." Sounds to me like it was DQ'd since there was an element (the swan) that only existed in one of the shots.

I emailed site council within the last month and asked if combining multiple captures of a static scene (i.e. none of the SUBJECT matter moved) was still legal in Advanced editing if the light source itself moved in between shots. My specific question was if it was legal if I combined multiple exposures involving light painting in different parts of the scene if nothing in the scene itself moved. The answer I received from SC was that it was legal in Advanced editing, but not in Basic.

is it legal to add textures, noise etc from other photo files to use as overlay?

No - it is not.
