Is it OK to enter a photo in a County Fair without the permission of the subject?
Examples: -photo of identifiable parade participants
-photo of identifiable Little League players on the ballfield

It should be legal as it is for artistic or editorial use, though you would not be able to use the same photo in an ad.

You should check the contest rules/fine print, and see whether they mention requiring a model release; if not, you should be OK.
